OFFICE OF THE REGISTRAR ADMINISTRATION AND PLANNING

  1. Job Purpose of the Office of the Registrar Administration and Planning

 This position is responsible for providing leadership in the implementation of administration and Planning policies in a results oriented and timely manner to ensure that the university meets its mandate, vision and objectives.  The position also plays a central role in the coordination of all the departments in the administration, Finance and planning division to ensure smooth running of operations in the division.

  1. Functions of the Office of the Registrar Administration and Planning

The Registrar Administration and Planning is responsible for the following functions –

  1. Monitoring infrastructure development and maintenance by ensuring project and maintenance plans are followed,
  2. Overseeing the formulation, implementation and review of the University strategic plan through Performance contracting, organized review meetings to ensure proper governance of the University.
  3. Overseeing health services in the university through developing policies to guide their processes to ensure adequate health care services in the university.
  4. Coordinate catering services by making sure that the catering services are good, standard equipment are purchased and maintained to achieve enjoyment of quality and timely meals.
  5. Supervision of Human Resource Management by ensuring proper application of the Human Resource Practices to ensure employment of quality employees.
  6. Supervision of the departments in the administration and planning division through report writing, departmental meetings and carrying out of surveys to ensure achievement of University strategic objectives, vision and mission.
  7. Coordinate with the top management in the administration of Performance contracting in the University through preparation of quarterly reports, midyear reports and annual reports to ensure compliance with the set statutory requirements.
  8. Supervision/Management of the implementation of the quality management system by coordinating internal quality audits, Management reviews, surveillance audits and training of staff in quality management system to ensure provision of quality products and services.
  9. Supervision/Management of outsourced services by ensuring daily provision of relevant registers, quarterly reports and meetings to ensure that the University gets value for its money.
  10. Coordination and management of all central services, Estate management and Transport services to ensure smooth running of the University.
  11. Guiding the Management of the international standards: Plan, supervise and monitor implementation of the quality management system cycle/information security management system through preparation of audit programs and monitoring the adherence of the same to ensure quality service delivery in the University
  12. Supervise the automated quality management system and information management system by providing guidance on the system to various departments to ensure efficiency and improved quality of services delivered
  13. Develop weekly, quarterly, mid-year and annual reports to ensure efficient and functioning structures in the university.
  14. To monitor and evaluate progress of university projects in line with the university policies to ensure all projects are done and completed in the right manner and at the right time.
  15. Organize, plan and attend weekly University Management Board meetings and on invitation attend quarterly council meetings in line with the university policies, University Charter to facilitate sharing of important issues relating to planning and administration.
  16. Provide secretarial services to the University management board through taking minutes and writing reports as required by the University statutes and University charter for future reference and further action.
  17. Take part in the Administrative records management by ensuring records in my department are properly stored to support retention and retrieval of the same for the future.
  18. Coordinate internal quality audits, Management reviews, surveillance audits and training of staff in quality management system to ensure provision of quality products and services
  19. Provision of relevant registers, quarterly reports and meetings to ensure that the University gets value for its money
  20. Participate in the approval of the University’s annual work plan in the University Management Board.
  21. To participate in the University planning
  22. To advise the university on matters Human Resource in line with the Human Resource Act 2012: including, staff recruitment, training, development, performance appraisals, promotions and staff discipline.
  23. To participate in the writing and review of the University policies and administrative procedures.
  24. Participate in the preparation of the University’s budget
  25. Implementation of the University’s budget through the budgeting and planning committee
  26. Prepare the department’s annual procurement plan and budgets to ensure adequate resource allocation.
  27. Prepare the department’s (Registrar’s office i.e. administration and planning) annual work plan
  28. Management of/coordination of the writing of the University’s annual work plan’s.
  29. Preparing and tabling for approval the University’s annual work plan in the University Management Board
