The department consists of three main sections

Functions

  1. Implementation of human resource policies in line with University policy development guidelines and statutory legislations and regulations so as to fulfil the mission and vision of the university.
  2. Preparation of human resource reports using appropriate analytical tools to aid in decision making and for compliance purposes.
  3. Preparation of the departmental annual procurement plan through needs assessment and subsequent resource matching to ensure availability of resources in a timely and complete manner to facilitate achievement of the departmental mandate.
  4. Preparation of the departmental budget through needs assessment and subsequent resource matching to ensure availability of financial resources in a timely and complete manner to facilitate achievement of the departmental mandate.
  5. Recruitment in line with approved budget allocations and staff establishments in order to manage the wage bill.
  6. Supervision of staff in the department by assigning duties and monitoring delivery levels to ensure efficiency.
  7. Staff recruitment, staff training, disciplinary, terms of service, collective bargaining agreements committees.
  8. Develop staff welfare programmes by referring to the relevant governing documents to ensure welfare needs of university employees are met on time.
  9. Planning and executing daily work schedules by accessing individual job descriptions and competencies to ensure accountability with regard to assigned tasks fulfilment.
  10. Safe custody of documents pertaining to human resource functions to ensure human capital data protection and easy retrieval.
  11. Handling staff records relating to employees and dependents and subsequent forwarding of this to various service providers.
  12. Preparation and implementation of the departmental annual budget, procurement and work plans.
  13. Processing staff annual leave requests as stipulated in the terms of service.
  14. Implementing the terms and conditions of service for all staff through relevant clauses as appropriate to ensure standardized administration.
  15. Processing staff salary and wage in line with terms of service and employment contracts.
  16. Handling all issues on Staff disciplinary matters as per terms of service in order to maintain law and order in the institution and provide a fair hearing to the concerned employee.
  17. Implementing staff training through staff training needs assessment and subsequent sourcing of trainers.
  18. Implementing human resource policies to ensure processes and procedures are followed to achieve the departmental mandate.
  19. Preparing and implementing staff induction and orientation programmes for new employees.
  20. Conducting university staff performance appraisals.
